We are going through the toughest of times. We wonder what defence we as humans have against a microparticle sized virus. We wonder what level of coordination we exercise at the global level in this pandemic resistance.We look at the scramble for resources against the virus and wonder at the standard of civilisation we have so far achieved.

Most of the answers we offer ourselves are calculations based on studying Twitter diplomacy. However, there is a better way to do it. Learn from international institutions, their history and their actions. And also from the laws that we as a collective of nations negotiated and adopted. The discussion is an attempt in this direction.
